Following the decision of the 23rd Meeting of the RPC (May 2013), where ECO-IEST has been requested to implement Framework Plan of Action on Environment Cooperation and Global Warming. Consequently, a contingency plan has been proposed by ECO-IEST.
ECO-IEST: Cooperation on environmental issues has been a matter of concern in the Economic Corporation OrganizationECO Region since its inception in 1992. 
The Almaty Declaration (1998) underlined importance of the Environmental issues and sustainable development of the region. 
The First ECO Ministerial Meeting on Environment, 15 December 2002, Tehran, adopted the Plan of Action for Cooperation among ECO Member States on Environment (2003-2007) which was further extended up to end of 2010.
Then, The 4th ECO Ministerial Meeting on Environment, June 2011 in Tehran, adopted the Plan of Action on Environmental Cooperation and Global Warming (2011-2015). Consequently, the 21st Meeting of the RPC (2011) requested the Secretariat to prepare a project profile for preparation of a regional program.
So, a project profile was drafted by the ECO Secretariat in consultation with Member States and the 23rd Meeting of the RPC (May 2013) requested the ECO-IEST to implement the project for preparation of a regional program.
Following this decision, a contingency plan was suggested to the Secretariat which was discussed during the ECO meeting on Biodiversity and Climate Change (Islamabad, November 2013), were suggested to be revised due to  its ambiguity and complexity. The 24th Meeting of the RPC (February 2014) requested the ECO-IEST to revise the project.

The 5th ECO Ministerial Meeting on Environment”, (17 December 2014 – Istanbul) agreed to extend the Framework Plan of Action on Environment Cooperation and Global Warming for ECO Member States (2011-2015) until the end of 2020 and mandated the ECO Secretariat and the ECO-IEST, to make, in consultations with the Member States, necessary adjustment and requirements for the priority areas of the Action Plan, and continue with the implementation of the Plan of Action.

The Overal Goal of the Project is preparation of a regional program for implementation of the Plan of Action on Environmental Cooperation and Global Warming for ECO Member States which includes following specific objectives:

  • Studying the existing situation of environmental issues in the ECO region; Capacity building in the Secretariat and Member States for designing and implementing projects and programs within the Framework;
  • Promotion of the implementation of the international and regional MEAs in the region;
  • Developing fund raising policies and activities;
  • Improvement of legal systems and development of necessary legal frameworks at national and regional levels;
  • Priority and time setting for the implementation of the Framework;
  • Providing necessary frameworks for settlement of possible disputes on environmental issues in the region;
  • Harmonization of the environmental standards;
  • Developing necessary measures and policies for increasing public awareness on environmental issues at national, regional and international levels; 
  • Providing the ground for exchange of data, information and technologies between the member states; 
  • Developing sustainable measures for transferring information and technology from outside the region to the ECO member states
