On 14th April 2015 the ECO Consultation Meeting on the State of Environment Report (SOEr) was held in Istanbul.
ECO Consultation Meeting on SOErECO-IEST: On 14th April 2015 and on the sidelines of the European Regional Environmental Information Network Conference (REIN) (13-17 April 2015), the ECO Consultation Meeting on the State of Environment Report (SOEr) was held in Istanbul.

At the second day of the Istanbul REIN Meeting representative of the ECO Member State including Azerbaijan Republic, Islamic Republic of Iran, Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Republic of Turkey, Turkmenistan and Republic of Uzbekistan convened to discuss the most appropriate format for the ECO SOEr and the best approach for initiating the process of developing this report with cooperation of the UNEP.

During the meeting representatives of the ECO Member States exchanged their ideas on the issue and while taking note of the importance of having a State of Environment Report for the ECO Region, expressed their readiness for cooperating with the ECO-IEST in developing this report.

ECO Consultation Meeting on SOEr

Dr. Asghar Mohammadi Fazel, President of the ECO-IEST, briefing the participants on the background of the issue and referring to the mandate given to the ECO Secretariat to introduce, in cooperation with the UNEP and ECO-IEST, the most appropriate outline/format for the ECO SoE, noted that the UNEP-live can be a very good supporting mechanism for developing such a regional report which can prevent duplication and misunderstanding.

At this meeting importance of harmonizing and unifying the existing measurement methods of environmental indicators as well as achieving a common set of environmental indicators was elaborated by the participants and it was agreed that other regional SOE reports, such as Pan-European and Asia Pacific, could be a good example which can help ECO, as an important region which connects Asia to Europe, in developing its first regional report. During this gathering, it was mentioned that there is huge volume of data in the region and many countries have already started preparing SOE reports but their efforts should be synchronized and made available at regional level, in order to share best practices and achieve a common format and mechanism for such reporting. In addition to reminding the economic nature of the ECO, participants also put emphasis on the importance of highlighting economic impacts of environmental issues in developing this regional report.

ECO Consultation Meeting on SOEr 

It should be noted that during the 5th ECO Ministerial Meeting on Environment which was held on 17 December 2014 in Istanbul, the Ministers/HODs agreed on the significance of a regional State of Environment (SoE) report for ECO Region. The Meeting mandated the ECO Secretariat to introduce, in cooperation with the UNEP and ECO-IEST, the most appropriate outline/format for the ECO SoE, taking into account the existing national, regional and international models. As it was mandated by the Ministers/HODs in preparation of the first SoE report for the ECO Region based on the above mentioned outline/format, the ECO-IEST will use the national SoEs of the Member States as well as their regular national reports to the Secretariat.
