The first day of 27th Meeting of the Regional Planning Council (RPC) of the Economic Cooperation Organization (ECO) was held on Monday 5 December, 2016 at the Espinas Palace Hotel, Tehran.
ECO-IEST: The first day of 27th Meeting of the Regional Planning Council (RPC) of the Economic Cooperation Organization (ECO) was held on Monday 5 December, 2016 at the Espinas Palace Hotel, Tehran. 

The Meeting was attended by the delegations of the Member States and representatives from the ECO affiliated institutes. During the opening session delegations of the Member States and representatives of the ECO specialized agencies delivered their statements.

The ECO Secretary General, H.E. Ambassador Halil Ibrahim Akça, in his opening remarks, welcomed the delegations to the 27th RPC Meeting. He expressed that "This RPC meeting is also being held at an important stage since ECO is now fully involved in the process of evolving its new vision for next ten years. The "ECO vision 2025" should set priorities of the Organization in the light of regional emerging needs and realities, as well as the trending   global agenda, including the post 2015 development agenda and Sustainable Development Goals(SDG's), recently adopted in the United nations and Paris Agreement”.

"The vision which is supposed to be adopted during the upcoming ECO summit/COM in Islamabad, will be built on the direct contributions by the Member States at the different levels and in various ECO forums. This 27th RPC meeting is a timely contribution into the vision finalization process. The annual ECO work programme to be developed by this RPC meeting can also be guiding towards the direction that member states wish to see their Organization move ahead in future.", ECO Secretary General noted.
During his statement Halil Ibrahim Akça reminded that in March 2016 the 5- year Biodiversity Work plan in ECO Region (2016-2020) has been adopted during the ECO Biodiversity Week in Antalya, Turkey. Then he emphasized on the environmental projects of the Organization which are progressing well, such as, the Feasibility Study on Development and Harmonization of Environmental Standards in ECO Region which has been recently, finalized and submitted to the Member States. He also declared that in September 2016 a contract has been signed between the ECO secretariat and the ECO Institute Environmental Science and Technology (ECO-IEST) for project development phase of the "Regional Project to Combat Desertification with a Special Emphasis on Dust Haze and Sand Storm in the Region". 

The Meeting was inaugurated by DR. Nasrollah Jahangard, Deputy Minister of Information Technology Organization of the Islamic republic of Iran, in his inaugural address he put emphasis on the need for cooperation among the Member States on regional projects.
The first meeting of ICT ministers of ECO with participation of some of the Caucasus countries will be held soon in Pakistan, he noted.

Jahangard suggested that creating a joint data bank including a multidimensional data structure Spatial Data Infrastructure (SDI) for the ECO region would be of great value and importance.

Then delegations of the ECO Member States and representative of the ECO institutions delivered their statements to the Council.

His Excellency Mr. Majid Bizmark, Director General for International Environment and Sustainable Development Affairs Ministry of Foreign Affairs of the Islamic Republic of Iran, was elected as the Chairman of the 27th RPC Meeting.  In his statement, he highlighted the importance of the Regional Planning Council (RPC) Meeting and underscored the need for appropriate decisions to help in strengthening the economic cooperation among the Member States.
From ECO-IEST, Dr. Asghar Mohammadi Fazel, President, Dr. Sasan Rabieh, Coordinator and Mr mojtaba Moansourkiaei, assistant coordinator of the Institute had participated in the meeting and president of the ECO-IEST delivered a statement about activities and performance of the Institute in 2016.
In his statement, among all, Dr. Fazel expressed that ECO-IEST, as one of the lead partner institutes with the UNESCO (Cairo Office) is on board for an inter-regional project, entitled "Accelerator Program for Innovative Technologies Deployment (APITD) for the Successful Inter-Regional Implementation of Agenda 2030” and is now working closely with International Centre on Space Technologies for Natural and Cultural Heritage (HIST), and the government of China.
President of ECO-IEST reminded that "pursuing the mandates given to us by the ECO decision making bodies we have also been in the process of starting the implementation of a number of important regional projects including regional project to "Combat Desertification with a Special Emphasis on Dust Haze and Sand Storm in the ECO Region” and "the Framework Plan of Action on Environment Cooperation and Global Warming”.

It should be noted that the 27th meeting of the ECO Regional Planning Council (RPC) of the Economic Cooperation Organization (ECO) is convened from 5 to 8 December 2016.

The Meeting will take stock of the ECO activities in the last year and will develop the annual ECO work programme for the year 2017. The opening session will be followed by the meetings of the specialized committees.
As previous years, ECO-IEST will actively contribute to the meetings of the Committee of Energy Minerals and Environment where the detailed report of the activities of the Institute will be delivered and the committee will discuss the implementation of the projects mandated to the Institute in pursuit of the ECO Environmental Agenda.

According to the ECO Secretariat, this year’s meeting of RPC also features another important event. On the sidelines of the RPC meeting, the ECO Secretary General will convene a meeting of heads of delegation to exchange views on the new ECO Vision 2025. The Vision is supposed to be endorsed during the ECO COM/Summit meetings scheduled for late February 2017 in Islamabad.
