a statement by the president of ECO-IEST at the 27th ECO Regional Planning Council meeting.
ECO-IEST: During the 27th ECO Regional Planning Council meeting, on 5-8 December 2016, Dr. Asghar Mohammadi Fazel, president of the ECO Institute of Environmental Science and Technology (ECO-IEST) was invited to deliver a statement the background and current status of ongoing activities of the Institute, along with the recommendations and proposals for future work, the full text of this statement is as follows:

Thank you Mr. Chairman for giving me the floor, 
Your Excellency ECO Secretary General,
Esteemed delegations of Member States, 
Ladies and gentlemen,

It is a great pleasure and honor for me, to address the 27th Regional Planning Council on weeks that we are on the verge of the 6th anniversary of starting the functions of the Institute within the framework of environmental agenda of the ECO region.

You are well informed the ECO Institute of Environmental Science and Technology was created in 2006 with the rationale of:
Generating knowledge through research and studies on environment, 
Strengthening human resources through training and educational programs, 
Promoting scientific and technical cooperation and exchange of experiences,
Creating a network of experts in the region,
Strengthening bilateral and multilateral co-operation to mobilize international assistance for environmental conservation.

While our overall goal is to strengthening the capacity of key actors in environmental conservation in the region, and promote exchange of information and experiences with efficient management of resources; we have set 
Professional Training;
Information Sharing and Technology;
Scientific cooperation; 
Resource mobilization;
Communication, Education and Public Awareness (CEPA)

Ladies and Gentlemen, 
We have recently published our 5 years activity report which is available in printed format and on our website. In this opportunity I would like to brief you about what we have performed during this year and to mention some of the most highlighted activities of ECO-IEST in 2016:

•     Active participation in the Fourth Session of the Plenary of the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES-4) in Kuala lumpur, Malaysia; 

Supporting the 3rd Experts Group Meeting on Biodiversity and the 2nd ECO Pre-COP Meeting of the Convention on Biological Diversity (CBD) in Antalya, Turkey;

Attending the 4th World Congress of Biosphere Reserves in Lima, Peru;

Attending 6th Working Group Meeting (WGM) on Environment in Islamabad/ Pakistan;

ECO-IEST's Contribution to the IUCN Word Conservation Congress in Hawaii, USA;

Participating in the 2nd Dialogue on UNESCO Sites and Sustainable Development, Huangshan, China;

Attending in the Expert Meeting on Enhancing Regional and Sub-Regional Involvement in the Work of the International Arrangement on Forests organized by UNFF/ ECO Secretariat in Tehran;

Assisting Technical workshop entitled "Environmental Governance and Climate Change" supported by the Ministry of the Environment, Land and Sea of Italy (IMELS);

Contributing to the Economics of Land Degradation in Asia Inception Workshop in Almaty, Kazakhstan.

Pursuing the mandates given to us by the ECO Decision making bodies we have also been in the process to start conducting a number of important regional projects including:

Regional Project to "Combat Desertification with a Special Emphasis on Dust Haze and Sand Storm in the ECO Region”;
The Framework Plan of Action on Environment Cooperation and Global Warming.

ECO-IEST is also on-board for a project of Accelerator Programme for Environmental Technology for Implementation of Agenda 2030 in line with the globally agreed SDGs in the ECO region.

I hope that this session would be a beginning for further cooperation amongst ECO Members to accomplish their highest efforts to improve Environmental science in their countries.

Last but not least, I would like to mention that our Institute is also ready to contribute not only into the committee of Energy, Minerals and Environment as usual but also to other disciplines like Sustainable Development if required.

At the end, I express my sincere thanks to ECO Secretariat for the commendable efforts in convening this 27th RPC meeting. I should also thank all delegation and participants for their kind attention and hope to have a very fruitful and successful meeting.
